Since Moon's May 10 inauguration, North Korea has test-fired three ballistic missiles in an apparent show of its resolve to expand its weapons arsenals to cope with what it calls USA hostility.
The statement came after the UNSC voted unanimously on Friday (New York time) to adopt Resolution 2356 to sanction more North Korean officials and entities after the communist country carried out a series of defiant missile tests.
The North's Foreign Ministry "condemns and outrightly rejects the sanctions racket put forth by the United States and the U.N. Security Council to prevent the strengthening of our nuclear deterrence", a ministry spokesman said.
"The U.S. steps up its military buildup including modernization of nuclear weapons just in order to obtain exclusive and permanent possession of the most sophisticated weapon system in the world".
North Korea is pushing hard to build a nuclear-tipped missile that can reach the continental United States.
The North's Foreign Ministry made the statement earlier Sunday, calling the Security Council resolution "a crafty hostile act with the goal of putting a curb on the DPRK's buildup of nuclear forces, disarming it and causing economic suffocation to it".
Previously it was thought that China would only consider new sanctions on Pyongyang if North Korea conducted a long-range missile launch or another nuclear test.
"It is a fatal miscalculation if the countries ... would even think that they can delay or hold in check the eye-opening development of the [North's] nuclear forces even for a moment", the spokesman said.

President Emmanuel Macron has announced he will create a special task force to better coordinate the fight against terrorism. Government spokesman Christophe Castaner said the man had "never showed any sign of radicalisation" before the attack.
The drill follows three consecutive weeks of North Korean missile tests.
Meanwhile, Russian officials have also revealed in their statement that Kim Jong-un and his country is a direct threat to Russia.

US Ambassador to the United Nations Nikki Haley said the council was sending a "clear message to North Korea today - stop firing ballistic missiles or face the consequences".
The 14 individuals newly added to the global sanctions blacklist include Cho Il U, who is believed to be in charge of overseas espionage operations, and Jo Wong Won, a close aide to North Korean leader Kim Jong Un as vice director of the ruling Workers' Party of Korea's Organization and Guidance Department.
President Donald Trump - who frequently denounced China on the campaign trail - has turned to Beijing to help rein in ally North Korea's weapons programme, prompting concern among Asian allies that America might go easy on the South China Sea territorial dispute.
But Mr Fomin had similar sentiments.
