The most prominent example was the shooting death of Philando Castile by then St. Anthony police officer Jeronimo Yanez a year ago, they told the council.

The settlement avoids the drawn-out process of a federal wrongful death lawsuit stemming from Philando Castile's death. Just prior to the shooting, Castile told Yanez he had a firearm, which he had a permit to carry.

The shooting gained widespread attention after the victim's girlfriend, who was in the vehicle with her then four-year-old daughter, livestreamed its gruesome aftermath on Facebook.

Yanez was acquitted of criminal charges June 16, 2017, but was terminated from his job by the City of Saint Anthony the same day. The jury's decision prompted days of protests, including one in St. Paul that shut down Interstate 94 for hours and ended with 18 arrests.

The settlement was announced Monday by attorneys for Valerie Castile and the city of St. Anthony.

Robert Bennett, who along with attorney Glenda Hatchett is representing Ms Castile, said the idea behind the settlement was to move expeditiously rather than have the case drawn out in federal court, a process that would "exacerbate and reopen awful wounds".

Demonstrators at Tuesday night's St. Anthony City Council meeting angrily demanded the resignations of the mayor and several other city officials, saying they have failed the community in the wake of the fatal shooting of Philando Castile by a St. Anthony police officer.

Meanwhile, Kapersky Lab researchers have noted that the ransomware used in the assault may not even use the Petya virus at all. The pharmaceutical company MSD which has operations in Cork, Carlow, Tipperary and Dublin says its network was infected.

Castile's girlfriend, Diamond Reynolds, later said Castile was reaching for his wallet. He also said the city of St. Anthony has a commitment to make positive changes to their police department.

Mr Yanez maintains that he feared for his life.

The city is undergoing a voluntary review by the Department of Justice's Office of Community Oriented Policing Services, with the goal of improving trust between the police department and the communities it serves. "I know that [Valerie Castile] is committed and that she will follow through".

Jackson's account also ignores Castile's last words, "I'm not pulling it out", which can be heard on the dash-cam footage before Yanez fired multiple shots.

The verdict, which sparked renewed protests in Minnesota, was the first of a string of three trials in one week in which United States prosecutors failed to secure convictions of police officers in questionable shootings - revealing the difficulty of prosecuting such cases, even with video evidence.

A heated city council meeting in St. Anthony, Minn., Tuesday night had people demanding the entire council resign, as well as the police chief, for what they believe to be racial bias problems. Valerie Castile will craft a distribution plan that will be filed in Hennepin County civil court, he said.
