According to The New York Times, House Oversight Committee ranking Democrat Elijah Cummings wrote to committee chair Trey Gowdy that "within minutes of Donald Trump being sworn in as President", Flynn was "communicating directly with his former business colleagues about their plan to work with Russian Federation to build nuclear reactors in the Middle East".

At an inauguration party after the speech, "The whistleblower greeted Mr. Copson.and asked how he was doing", according to an account released by Elijah Cummings, the ranking Democrat on the House committee.

Mr. Flynn had worked on a business venture to partner with Russian Federation to build nuclear power plants in the Middle East until June 2016, but remained close with the people involved afterward. Cummings described the account in a letter Wednesday to the panel's Republican chairman, Rep. Trey Gowdy of SC. Copson described the nuclear project and told the informant that he had "just got this text message" from Flynn saying that the plan was "good to go" and that Copson should contact his colleagues to "let them know to put things in place", Cummings wrote. He then claimed Flynn had texted him "to tell others involved in the nuclear project to continue developing their plans", which were "going to make a lot of very wealthy people" once the Russian Federation sanctions were "ripped up". Cummings wrote that an "authentic, credible, and reliable" source had brought him information regarding the retired Army lieutenant general.

Flynn, who pleaded guilty to lying to the Federal Bureau of Investigation last week, worked together with Copson's company, ACU Strategic Partners, until June 2016. Gowdy did not immediately respond to Associated Press requests for comment but previously has referred letters from House Democrats about Flynn to Mueller's inquiry. "I am going to celebrate today", and added, according to the whistleblower: "This is going to make a lot of very wealthy people".

Copson is the managing partner of ACU Strategic Partners.

He says in a letter that he's doing it because "we now have a bigot in the White House who incites hatred and hostility". Only three presidents have been impeached by the House, though none were removed from office.

According to Cummings's letter, the witness said he met Alex Copson, Flynn's former business associate, at an inaugural event. The whistleblower alleged Copson showed off the text to those around him, calling it "the best day of my life".

Flynn pleaded guilty last week to one count of making false statements and agreed to cooperate with special counsel Robert Mueller's investigation into Russian contacts with the Trump campaign. A Gowdy spokesperson could not be immediately reached for comment.

The witness told congressional investigators that he was "extremely uncomfortable" with the conversation, Cummings wrote, and took brief notes about the discussion during the inaugural event.

Flynn was involved in the Middle Eastern nuclear project from spring 2015 to the end of 2016, according to recent financial disclosure filings, a period that overlapped with his role as a prominent adviser to Trump's campaign and transition.
