In an article titled "Shameful behavior using sacred Olympics for confrontational schemes", the ruling party's Rodong Sinmun daily accused Pence of "snobbishly" asking South Korea to arrange the Olympic events so that he wouldn't run into North Korean delegates.

Though Moon has used the Olympics to resurrect meaningful communication with North Korea after an extended period of animosity and a diplomatic stalemate over its nuclear program, he did not immediately jump on the North Korean offer for a summit.

An inter-Korean summit would be the third of its kind, after Kim's father and predecessor Kim Jong Il met the South's Kim Dae-jung and Roh Moo-hyun in 2000 and 2007 respectively, both of them in Pyongyang. President Moon is very sandwiched between the North Korean leader and the American president.

Kim announced his nuclear program, which the communist state claims is needed for self-defense, was complete even as he extended an olive branch to the South in his New Year's address by agreeing to participate in the Olympics. The vice president has taken a hard stance against the country in the days leading up to the games, spotlighting the oppression of its people and promising a new round of USA sanctions.

Pence, who is leading the USA delegation to the Olympics, has accused Pyongyang of using the event for its own ends.

Wary that the North is trying to drive a wedge between Washington and Seoul, he made a point of having no part of any of the North's brand of for-Koreans-by-Koreans detente.

"There is no daylight between the United States, the Republic of Korea and Japan on the need to continue to isolate North Korea economically and diplomatically until they abandon their nuclear and ballistic missile programme", Pence told reporters during the return flight to the United States.

Pyongyang has ruled out a meeting with the United States delegation during the Winter Games.

President Trump's right-hand man was at the Gangneung Ice Arena on Saturday night to watch the opening session of short-track speedskating and, for the second evening in succession, he was unable to avoid a connection to North Korea.

A pair of impersonators played the roles of the rivals, surprising visitors to South Korea and becoming internet celebrities by the time they appeared at the opening ceremony. The US insists that North Korea has to commit to the denuclearization and be willing to talk about denuclearization before any direct talk can happen.

Mr Pence has repeatedly left open the possibility of an encounter at the Games, but said the U.S. had not requested a meeting. Who knows? We'll have to see.

Seating plans shown on television had Pence seated directly opposite the North's Kim Yong Nam at the reception in Pyeongchang.
