The North's delegation led by its ceremonial head of state Kim Yong-nam returned home late Sunday after a three-day visit to the South for the PyeongChang Winter Olympics.
Moon tried to keep both Pyongyang and Washington happy Saturday when he received the invitation, delivered by Kim Yo Jong, the North Korean leader's younger sister and close aide, during a meeting at the presidential Blue House in Seoul.
According to journalists in Pyeongchang for the ceremony, it's unclear what the two impersonators were doing, but they apparently made a scene.
"By virtue of her family ties, Kim is among the most credible interlocutors that North Korea could have sent", said Christopher Green, a senior adviser on Korean affairs at the International Crisis Group think tank.
"Make no mistake about it, what we witnessed in Pyongyang, and we witnessed again yesterday, on the eve of the Olympics - what [South Korean] President Moon [Jae-in] said last night, he hopes will be an Olympics of peace - was once again an effort on the part of the regime in Pyongyang to display their ballistic missiles, to display a military that continues to make menacing threats across the region and across the wider world".
And Pence's personal guest at the games will be Fred Warmbier, the father of Otto Warmbier, an American who died past year days after his release from captivity in North Korea.
The high-ranking North Korean delegation had landed in South Korea earlier in the day aboard Kim Jong Un's white private jet which had the Democratic People's Republic of Korea, North Korea's official name, inscribed in black in Korean on its side, followed by the North Korean flag.
South Korea's principal opposition party, the Liberty Korea Party, was not impressed.
A Blue House official said Moon "practically accepted" the invitation.
But the rapprochement pushed by the dovish Moon has angered conservatives, who accuse him of being a North Korea sympathiser and undermining the security alliance with the US.
The visual was important, a United States official said.
North Korea's state media also sharply criticized Pence.
Rogin said that the proposed course of diplomacy signifies that the USA and its allies will not stop imposing pressure on Pyongyang until it takes clear steps toward denuclearization but the Trump administration is willing to sit down and talk with the regime while that pressure campaign is ongoing.
"I was encouraged by the affirmation of our alliance and our common objective, from both (Japanese) Prime Minister Abe and President Moon", Pence said.
Kim Yo Jong told Moon that relations would improve quickly once he meets with her brother.
He also did not shake hands with Kim Yong Nam while making a brief appearance at a leaders' reception ahead of the ceremony-although Japanese Prime Minister Shinzo Abe, whose country is also regularly threatened by Pyongyang, did so, while exchanging pleasantries with the North Korean.
North Korea is sending 22 athletes, including the Alpine skiers, to Pyeongchang thanks to special entries given by the International Olympic Committee amid rare reconciliation mood between the rival Koreas. The U.S.is wise to the ruse.
During the game, North Korea's cheering squad chanted "we are one" and sang reunification songs, even as Korean pop music played throughout the stadium.
