It missed the governor and hit Goud on his face, causing bleeding just below his right eye. The Governor, however, continued his address highlighting various welfare and development programmes of the government. The Congress MLAs staged a protest and flung papers and microphones in the air. "This is totally uncalled for by the opposition members". He said that he was angry because all the Congress wanted was to protest peacefully and democratically, but the ruling party posted hundreds of marshals.

The agitated Congress MLAs then tore copies of the governor's speech into pieces and threw them at the podium. Reports state that Goud was sitting adjacent to the Governor while the latter addressed the joint sitting of the legislature. He threw one headphone half way through the Governor's address, which hit the table and fell to the carpet.

The Telangana State Legislative Assembly on Tuesday resolved to expel two Congress legislators - Komatireddy Venkat Reddy and A Sampath - from the House besides suspending 11 Congress members for the entire Budget session of the State Legislature.

"How dare he calls me a drunkard, when he has chief minister K Chandrasekhar Rao beside him?" Irrigation and Legislative affairs minister T Harish Rao announced that action would be proposed on Venkat Reddy as per the rules of the Assembly.

The Business Advisory Committee (BAC) of the Assembly is likely to meet after that to decide the duration of the session and its agenda, official sources said. The Governor, who wished that fruitful debate should take place on people's issues, concluded his address calling for happy living of every citizen with spiritual values. "We shall take appropriate action against the MLA and his colleagues for violating assembly rules", Rao said. "About 23 lakh pumpsets are getting free power for 24 hours day", he said.
