Russian President Vladimir Putin has condemned the airstrikes as "an act of aggression", the country's representative informed the Council.
US Ambassador Nikki Haley has indicated new economic sanctions will be announced today against Russian Federation for enabling the government of Syrian leader Bashar Assad to continue using chemical weapons.
"The current escalation of the situation around Syria is destructive for the entire system of worldwide relations", Putin said in a statement read by Russia's United Nations ambassador, Vassily Nebenzia, at an emergency Security Council session called by Russian Federation on Saturday.
The decision to strike, after days of deliberations, marked Trump's second order to attack Syria; he authorized a barrage of Tomahawk cruise missiles to hit a single Syrian airfield in April 2017 in retaliation for Assad's use of sarin gas against civilians. All three participants insisted the strikes were not aimed at toppling President Bashar al-Assad or intervening in the conflict.
"This is the latest conjecture of our British colleagues", Deputy Foreign Minister Sergei Ryabkov was quoted as saying by RIA.
"Hopefully, someday we'll get along with Russian Federation, and maybe even Iran - but maybe not".
The World Health Organization said that 43 people had died in Saturday's attack on Douma from "symptoms consistent with exposure to highly toxic chemicals", and more than 500 in all had been treated.

Nikki Haley, the US Ambassador to the United Nations, indicated the sanctions would be aimed at sending a message to Russian Federation, which she said has blocked six attempts by the UN Security Council to make it easier to investigate the use of chemical weapons.
Israel held top-level security consultations on Wednesday amid concern it could be targeted by Syria or Iran if the United States strikes Syrian government forces.
The resolution involves stopping the chemical weapon program and using the stockpiles destroyed, a replica of hostilities and compliance with all Security Council resolutions, having the Assad regimen go back to Geneva talks and accountability for the use of the firearms along with other war offenses in Syria.
The rouble and Russian shares have retreated this morning on the threat of fresh United States sanctions.
Syria released video of the wreckage of a bombed-out research lab, but also of Assad arriving at work as usual, with the caption "morning of resilience" and there were no immediate reports of casualties.
Russian Federation had earlier warned that it would equip Syria with better anti-air missile defense systems to take down any missile attacks in the future.
