"Subject to any appeal of the disputes committee's decision, the victor of the European playoff between Germany and Portugal, provisionally scheduled for June 9 will play Samoa home-and-away in the playoff to determine the final Pool A place".
The aggregate victor qualify for Japan 2019 with the loser to get one final chance via the repechage competition in November.
"Having considered all the evidence, including submissions from World Rugby, Rugby Europe, Spain and Belgium, the independent committee refused the request made by World Rugby and Spain to set aside the result of the match and determined that the match should not be replayed", the committee said in a statement.
