Under the EU's so-called Dublin rules, asylum-seekers must be processed in the country where they first arrive, often Mediterranean countries such as Italy, Greece and Spain.

In their joint declaration, the leaders cautioned that "if member states started to act unilaterally, this would end up in an overall increase of migration into Europe".

"We don't want what is happening with immigration in Europe to happen with us!"

But such "secondary movements" are hard to stop in the border-free Schengen zone, and have been widespread since immigration to Europe peaked in 2015, when more than a million people arrived from the Middle East and Africa. Among his main topics was also the defense capability of the United Europe and resolve the migration crisis.

Proactiva Open Arms, which has rescued thousands of migrants in the Mediterranean, said the Italians want the Libyan coast guard to conduct the rescues and return the migrants. But his ambitious move to change what he called obsolete European Union rules that govern who is responsible for asylum claimants is likely to encounter opposition from other countries.

The emergency meeting will also be an opportunity for German Chancellor Angela Merkel, who faces a crisis at home over migration which threatens to tear apart her coalition government, to find possible solutions.

"We see a strong need to significantly reduce secondary preventing unlawful crossing of internal borders between Member States by irregular migrants and asylum seekers and by ensuring swift readmissions by the competent Member State", said a draft of the statement for Sunday's meeting.

Chancellor Merkel, the bloc's most powerful leader, is relying on marathon talks at the European Council to deliver EU-level reforms to migration policy, which she needs to head off a challenge from her Christian Social Union coalition partners. "So it's also about bilateral or trilateral agreements, about how we can help each other - not always to have to wait for all 28, but to consider what is important to whom".

Ayton is a symbol that Suns are rising
But he emerged above the rest in the pre-draft process. "The team in general is a very young and hungry team", Ayton said. I just do that the best that I can and just help this community start over and be the best player I can possibly be.

There are now no closed migrant centers where applications are processed, with the exception of a few cases in Greece and Italy managed by the UNHCR.

In answer to comments by Macron, Italy's Deputy Prime Minister Luigi Di Maio said his words showed he was out of touch with reality.

A week ago, Spain took in 630 migrants from the French aid ship Aquarius after Malta and Italy, which were closer, refused to grant the ship access to their ports.

The world's leading container shipping company Danish Maersk Line on Saturday said one of its vessels rescued 113 migrants off the coast of southern Italy.

Arriving at the summit, Malta's prime minister, Joseph Muscat, sought to defuse the row, saying it was not a time for finger-pointing as he advised against "building a wall even on the high seas".

The German charity operating the ship, which is carrying 239 Africans, on Sunday took a swipe at Italy's far-right interior minister Matteo Salvini over his reference in a Facebook post to its consignment of "human flesh".

As with everything linked to migration in Europe, even the meeting in Brussels has not pleased everybody.

Czech Prime Minister Andrej Babis on Saturday said the timing of the mini-summit was "unfortunate" and that a real European solution should come through a full EU summit.
