The flooding is coming from rivers, rather than the ocean, thanks to the feet of rain that have fallen since Thursday night. Levees are straining against the sheer amount of water. On Tuesday, logs and other debris became trapped under a rail bridge as rushing brown water pushed against the span.

Five days after Florence made landfall, more than a dozen rivers in the state have reached the stage of major flooding, with three more expected to peak in the next two days.

Officials are monitoring the levee in Lumberton, NC, which had a breach over the weekend. "For people who have been here for awhile and saw flooding during Hurricane Floyd, they need to start thinking about seeing that again".

Officials say flooding could continue to worsen for several days as water flows into the state from flooded areas in North Carolina.

Conway and other Horry County communities near the Waccamaw River are experiencing historic flooding that is expected to worsen over the next week.

Rescuers have saved about 700 people in New Hanover county, where Wilmington is located, and 2,600 people across the state. Further rescues are ongoing.

People who see price-gouging are advised to contact the state attorney general's office.

"I know for many people this feels like a nightmare that just won't end", he said.

As of Monday, there were 25 storm-related deaths, including 19 in North Carolina. On Sunday, floodwaters swept the auto he was carrying off the road, and the baby out of his mother's arms, WBTV reports.

President Donald Trump boasted on Twitter: "Right now, everybody is saying what a great job we are doing with Hurricane Florence - and they are 100% correct".

On Sunday, two more deaths were reported in SC after using a generator inside their home during the storm. Remember, these are households - not total people.

Drone footage shot after Florence hit the state showed a massive river in a portion of the interstate highway 40 in Pender County.

"Wilmington truly is my home", he told the Observer. "The Red Cross will deal with the immediate food and shelter and the Foundation For The Carolinas will deal more with the long-term assistance".

The storm dumped more than 8 trillion gallons (30 trillion liters) of rain on North Carolina, the weather service said. On Tuesday, the storm's remnants were continuing to soak the mid-Atlantic region and southern New England with heavy rain.
